Cyber Regulation Fellowship and Grants

The Minerva Center for the Rule of Law under Extreme Conditions at the University of Haifa invites applications from researchers, graduate students (MA, Phd., Post-doc) and practitioners to take part in the Minerva Center's research on cyber regulation, policy and theory during the 2014-2015 Academic Year.

General information

Cyber regulation raises a whole set of new challenges related to state responsibility in fields such as (but not limited to): cyber-security, public/private partnership and enforcement, cyber-warfare and cyber defense, human rights in cyber, innovation policy, and regulation in international law. Such questions are of special importance in times of emergency (real or perceived).

The Minerva Center for the Rule of Law under Extreme Conditions therefore invites researchers (MA/LLM students, PhD Candidates, Post-Doctoral researchers), scholars and practitioners to apply for fellowships or grants to conduct research on Cyber Regulation, Policy and Theory.

Fellowships

Fellows will receive up to 65,000 NIS and will be invited to conduct research in the Center for periods ranging from 3 to 12 months and will be expected to participate in the Center’s activities. The proposed research is expected to relate to cyber regulation in the context of extreme conditions such as armed conflicts, terrorism, natural disasters and economic/social extreme conditions.

Grants

Research grants (up to 50,000 NIS) will be awarded for specific research proposals to be carried out either at the Center or long-distance. The proposed research is expected to directly address theoretical, doctrinal or practical (i.e., empirical) aspects Cyber Regulation.

Who may apply?

Holders of a Bachelor, Master or Doctoral degree (domestic or international) interested in pursuing research on cyber regulation, policy and theory. Potential candidates may come from different backgrounds, such as law, political science, sociology, criminology, media studies, etc.  If awarded a fellowship, applicants are expected to conduct their research in association with the Center, and thus this track is not relevant for graduate students currently pursuing their studies in other institutions.

Interested applicants should send a letter of application explaining their interest in this program, the period of time to be dedicated to research and whether they wish to conduct the research in Haifa, Israel (preferred) or abroad.

Each application should include:
  • A research plan (up to three pages), including a description of the research topic, the importance of the proposed research, methodology, and the relevance to cyber regulation and policy;
  • Updated curriculum vitae (CV) (including publications);
  • Contact details of three references (written references are an advantage, and must be sent directly to the Center by the referee to the address listed below).
